If a car driver makes an accident, damaging one's personal property, say for his house, how does various countries deal with it?
RUSSIA is SOCIALIST
So for the damages caused by the act of the car-driver, the state is going to pay. Instead the car-driver would be imprisoned for gross negligence. He won't be fined.
AMERICA is CAPITALIST
So the damages would be assessed, and the car-driver has to pay the damages if it is his fault, if not the insurance company is going to pay for it. Either way he's free and he could drive his car back instantly if the fault is not his, and after a month if the fault is his.
INDIA!!!
Third party insurance will cover the damage. The car driver will be fined upto XXX rupees or imprisoned for YYY months or will be punished with both!!!

Definitely these points are acceptable. Nobody in India is going to follow the rules. Consumer Exploitation is the goal to achieve profitability in any form of business. These things will continue forever.
